These are retired harnesses from a major fire department.  They are untested by my hand but was told from the fire department they are all still functional and all of them are complete.  They are used and will show some signs of wear. We have a lot of them in good condition so they are priced to sell.  All used equipment sold AS-IS defects and all.  If we know a unit is trash and not working properly we are going to state that.
